President Marcos Unveils P96 Million Ghost Flood Control Scam in Davao Occidental

President Ferdinand Marcos Jr. on Friday revealed an almost P100 million ghost flood control project in Davao Occidental awarded to the Discaya-owned St. Timothy Construction Corporation.
In a recorded video message, Marcos said the Office of the Ombudsman has recommended the filing of malversation through falsification and violation of Republic Act 3019 or the Anti Graft and Corrupt Practices Act against Sarah Discaya and Roma Angeline Rimando.
"Ang malversation ay non-bailable. Mabigat ito dahil hindi nila mababayaran ang kanilang paglaya. ‘Pag naisampa na ang mga kasong ito sa korte, ang susunod na hakbang ng judiciary ay ang paglabas ng arrest warrant para sa mga pinangalanang indibidwal," he said.
The President went on: "I have directed the Department of the Interior and Local Government and the Philippine National Police to ensure that they know the whereabouts of Discaya at nung iba pa para paglabas ng arrest warrant ay maaresto na sila kaagad."
Marcos vowed that the government is just getting started and that they will be jailing more personalities as the holidays approach.
He noted the Ombudsman’s findings that the respondents acted with manifest partiality, bad faith, or gross negligence and caused undue injury to the government.
The charges involved a ghost flood control project in Culaman, Jose Abad Santos in Davao Occidental worth P96 million and awarded to the St. Timothy Construction Corporation in January 2022.
"Ayon sa imbestigasyon, ang proyektong ito na sinasabing natapos noong 2022 ay hindi kailanman nasimulan. Sa inspeksyon ng CIDG noong 25 September 2025, natukoy na walang anumang konstruksyon sa lugar na ‘yun," Marcos said.
He added that indigenous peoples and barangay officials confirmed in a joint affidavit that the project was never implemented.
"Natuklasan ng Ombudsman ‘yung mga isinumiteng final billing, certificate of completion, at inspection reports ay palsipikado o hindi tumutugma sa aktuwal na kalagayan ng proyekto. Maging mga video at larawan na hinarap ng respondent ay walang time stamp at hindi ma-validate na tumutukoy sa proyektong ito," he said. 💙
