Super Typhoon Ragasa Prompts Evacuations in Northern Philippines, Causes Casualties

Super Typhoon Ragasa, referred to locally as Nando, struck the northern Philippines on September 22, 2025, leading to the rescue and evacuation of several residents, including a baby and elderly individuals. Dramatic footage captured by the Philippine Coast Guard shows rescuers carrying an infant from a residence amid heavy rainfall in Ilocos Norte province.

The Coast Guard successfully evacuated a total of three families, consisting of eight adults and four children, from Barangay 3 Nuestra Señora Del Rosario. These evacuees were transported by bus to a designated emergency shelter in Barangay 1, Laoag City, where they are being provided temporary refuge as the storm continues to batter the region.

Ragasa made landfall in the remote Babuyan Islands at approximately 3 p.m. local time on Monday. This event compounds ongoing troubles in the Philippines caused by an unusually severe monsoon season that has produced weeks of intense flooding. The country’s vulnerability stems from its predominantly low-lying terrain, inadequate drainage infrastructure, and accelerating urban development, factors that exacerbate flash flood occurrences.

The state weather agency, PAGASA, ended its monitoring of Ragasa within the Philippine area of responsibility at 8 a.m. on Tuesday, after the typhoon displaced thousands of residents. Unfortunately, a landslide triggered by the typhoon in Benguet province resulted in one fatality and injured seven others.

After moving through the Philippines, Ragasa was forecasted to linger over the South China Sea until Wednesday, travelling south of Taiwan and Hong Kong before eventually making landfall on mainland China.

Officials continue to monitor the situation closely, issuing necessary alerts to mitigate further risks across the affected regions.
